Murfreesboro's Street Spec Calls for 4,000 psi
The city's Street Design Specifications require concrete for sidewalks and driveways to reach at least 4,000 psi at 28 days, and sidewalks to be at least 4 inches thick[1]. Those specs govern public street work and development, not a patio in your backyard.
They are still a useful yardstick for private work. NRMCA gives the same 4,000 psi figure for exterior slabs exposed to moisture, freezing and deicers, and 3,500 psi where those conditions don't apply[2]. Most driveways here get wet and freeze, so ask any bidder what strength they are ordering. If the answer is lower, ask why.
Widening Where the Driveway Meets the Street Needs a Right-of-Way Permit
Murfreesboro requires a right-of-way permit before any work in the city right-of-way or city drainage easements. The city's own examples include new sidewalks and widening a residential driveway. The fee is $50 per street affected, and a surety may also be required[3].
Corner lots and busy streets
The same Street Design Specifications add limits on where a driveway can go[4]:
- No driveway inside an intersection's curb radius.
- No driveway with less than 25 feet of corner clearance.
- On arterial and collector streets, a lot with less than 200 feet of frontage gets one driveway.
What that means in practice
If you are on a corner lot and want a second curb cut, or you are on a collector street and want a circle drive with two curb cuts, check those limits before you design around them. Karst and Limestone Under the City
The City of Murfreesboro says the ground beneath it holds moving water, caves and other karst features, including sinkhole development[5]. It also says limestone glades, with thin soil and exposed limestone pavement, are found in Murfreesboro proper[6]. That describes a kind of landscape found in the city, not the depth to rock on any given lot.
The city's stormwater code names limestone as the soluble rock behind local karst, and it lets the city require a geotechnical report on sinkholes during development review[7]. On a residential job, the practical version is simple: look at the ground before the layout is final, grade and compact it, and size the stone base to what is actually there.
The 2024 Codes Are Phasing In
Murfreesboro has adopted the 2024 International Residential Code under Ordinance 26-O-34. Plans submitted before January 1, 2027 may be reviewed under either the new codes or the ones in effect on August 1, 2026[8].

Stormwater Fees: Flat for Homes, Measured for Businesses
Homeowners in Murfreesboro pay a flat $3.75 a month for stormwater, so a new patio does not change a house's fee. Non-single-family properties are billed by impervious area, at $3.75 a month per 3,470 square feet, effective July 1, 2026[9].
For a business or an apartment community, that makes new pavement a line item. A 6,940 square foot parking area is exactly two of those units, or $7.50 a month at that rate. If you are planning commercial flatwork, figure that into the budget alongside the pour.
Rain, Freezing Nights and Joints
The NOAA station 5 miles north of Murfreesboro averages about 89 days a year with a low at or below freezing and about 56 inches of precipitation[10]. That is a lot of water and a lot of freezing, so drainage and joints get planned, not guessed.
NRMCA says control joints should be spaced no more than 24 to 36 times the slab thickness, about 10 feet for a 4-inch slab, and no more than 15 feet apart, with panels close to square[11]. A patio or stamped slab should have its joints drawn on the plan before the pour, not decided on the day.
What Murfreesboro Homes Look Like
Murfreesboro had about 161,000 residents and a median housing-unit build year of 2002 in the Census's 2020-2024 estimates[12], so half its housing dates to 2002 or later. With a newer house, the job may be an addition, like a patio, a walkway or a wider driveway. With an older slab that has settled, start with repair and leveling.
