Across the State Line From Our Clarksville Office

According to Oak Grove's comprehensive plan, the city's southern limits are the Kentucky-Tennessee state line, Fort Campbell borders it on the west, and Interstate 24 forms most of its northern edge, with exits 86 and 89[1].

Census estimates for 2020-2024 count about 8,000 residents and 3,500 housing units in Oak Grove, with a median build year of 1998[2]. Roughly half of those homes went up in 1998 or later and half before, so a driveway poured alongside a late-1990s house has already been through more than two decades of winters.

Limestone and Sinkholes Under the Pennyroyal Plateau

The plan places Oak Grove entirely on the Pennyroyal Plateau, a low-relief landscape with almost no small streams, where much of the rain drains underground into trunk streams and cavernous limestone[3].

It is blunt about what that does. Groundwater working through porous limestone under the Oak Grove area has created a vast underground drainage system and sinkholes[4].

What that means for a new slab

Before a patio, pad or driveway is laid out, walk the area for bowl-shaped depressions, spots where water disappears, or ground that has dropped since the house was built. If one turns up where the slab should go, move the layout or get a geotechnical opinion first. A slab poured over a depression does nothing to fix what is underneath it.

Where Oak Grove's Stormwater Goes

Because so much drainage runs underground, surface water has fewer places to go. The comprehensive plan says storm water stands in the low-lying karst depressions, and that sinkholes, inadequate drainage ways and undersized roadway culverts cause acute localized flooding[5].

The ditch on your lot is yours

The city maintains the drainage areas it owns, but not the ones on private property. Its stormwater page says residents are responsible for keeping those ditches clear of debris so water can reach its designated outlet[6]. So when a new driveway or patio changes where runoff goes, plan where that water ends up and keep the ditch that carries it open.

Hard surfaces and the stormwater fee

Oak Grove's stormwater management fee ordinance counts impervious area as one basis for the fee, and properties other than single-family homes are billed by their impervious square footage[7]. For a business, church or apartment property planning a new parking area or pad, the added concrete belongs in the budget conversation along with the pour itself.

Chert, Loess and the Base Under the Concrete

The plan names three soil series for the Oak Grove area, Hammack, Crider and Pembroke. All are deep and well drained, and the Hammack soils carry about 35 percent chert in the upper 20 inches of the subsoil[8].

Those are planning-level descriptions, not a test of any one lot, so the base is decided on site. Every pour gets a compacted gravel or crushed stone base sized to the soil and to what the slab will carry, plus control joints and rebar or fiber reinforcement.

Winter on the Kentucky-Tennessee Line

We did not find a NOAA climate-normals station inside Oak Grove, so the closest published counts come from its neighbors. Clarksville's station averages about 78 nights a year at or below freezing[9], and the Hopkinsville station averages about 87[10].

State Highways Through Town

Several of Oak Grove's main roads are state routes. The city's Public Works page lists four major state highways, Highways 911, 115 and 400 and Fort Campbell Boulevard, and points questions about them to the Kentucky Transportation Cabinet[12]. If a new or widened driveway would meet one of those roads, check with the agency that maintains it before the apron is designed.
